Bill Dean is currently a senior consultant for Communications Planning Consultants, a Minneapolis-based public safety radio consulting group. He is the former executive director of the Metropolitan Radio Board of the Minneapolis-St. Paul metropolitan area. Prior to accepting the position as staff head of the Metropolitan Radio Board in 1999, Dean was a marketing communications business owner and a state legislator, who served four terms in the Minnesota House of Representatives.

Brent Finster Brent Finster is the emergency communications manager in the Cayman Islands. He previously was communications chief of the Contra Costa County Fire District in the San Francisco Bay area. He is a two-term past president of the Colorado Chapter of the Association of Public-Safety Communications Officials (APCO) International and currently the executive council representative for Northern California. Ron Haraseth has a 35-year background in public-safety communications. He currently works as a consultant for BearingPoint, an international management and technology consulting company. John Johnson is a radio system analyst for the Tennessee Emergency Management Agency (TEMA), one of the three major divisions of the military department. Johnson has been with TEMA since 1984 and serves as the Association of Public-Safety Communications Officials (APCO) International local frequency advisor for the state of Tennessee, chairman of the 800 MHz National Public Safety Planning Advisory Committee (NPSPAC) committee, the 700 MHz regional planning committee, and the statewide interoperability committee. Robert Schlieman is a Project 25 Steering Committee member. Fredrick Smith is telecommunications engineer at Chevron based in Bakersfield, Calif. He has worked in the petroleum industry since 1976 in both automation and telecommunications positions for Chevron, Getty Oil and Texaco. Smith has served on the American Petroleum Institute’s telecommunications committee since 1986, and he is currently vice chair of that committee.
